El Paso Landscaping Costs: The Rebates, and What Moves a Quote

Last updated: October 6, 2026

El Paso Water pays homeowners for the landscape upgrades that cut irrigation: up to $1,000 for a rainwater harvesting system, up to $250 for a laundry-to-landscape system, and $75 for a WaterSense smart irrigation controller. Each one is claimed within 60 days of purchase and credited to your water bill.

Updated August 27, 2026. Every dollar figure below is published by El Paso Water and was read on the date noted in the sources. Installation prices are not quoted as a citywide number, and the reason is explained further down.

How do I qualify for an El Paso Water landscape rebate?

Three conditions apply to every rebate. The application and proof of purchase have to reach El Paso Water within 60 days of purchase, the purchase must have been made after June 1, 2024, and the money arrives as a credit on your water bill within two billing cycles, not as a cheque. File the same week you buy.

Rebate Amount What it covers
Rainwater harvesting Up to $1,000 A system that captures rainwater and directs it to the landscape
Laundry-to-landscape Up to $250 per home Reuses washing machine water for landscape plants, with a valve that switches between sewer and landscape lines
Smart irrigation control $75, one time A WaterSense labelled controller that uses weather data to decide when to water

Three conditions apply to all of them, and they are where the money gets lost. The application and proof of purchase have to reach El Paso Water within 60 days of purchase. The purchase must have been made after June 1, 2024. And the rebate arrives as a credit on your water bill within two billing cycles, not as a cheque, so it offsets the bill rather than the invoice.

Buy the controller in March, install it in June, remember the paperwork in August, and the rebate is gone. It is worth filing the application the same week the equipment is bought.

How do El Paso water rates affect the cost of a landscape?

Irrigation here is priced against your own winter usage. Above the 5 CCF allowance, water runs $3.92 per CCF up to 150 percent of your Average Winter Consumption, $9.26 from there to 250 percent, and $13.24 above that. So a household that uses less water in winter hits the expensive tiers sooner in July.

Irrigation is priced against your own winter usage here, which makes El Paso unusual. Your Average Winter Consumption, the average of the December, January and February billing periods, sets where the summer rate tiers fall. Above the 5 CCF allowance, water runs $3.92 per CCF up to 150 percent of your AWC, $9.26 from there to 250 percent, and $13.24 above that. The top tier is 3.38 times the first.

The consequence is worth understanding before you spend anything on a landscape: because the tier boundaries move with your own baseline, a household that uses less water in winter hits the expensive tiers sooner in July. We work the full arithmetic, with the tier boundaries and a worked example, on the cost to water a lawn in El Paso page.

That rate structure is why a smart controller has a shorter payback here than the $75 rebate alone suggests. The rebate is a small part of it. Not running the system through a rainy week is the larger part.

Why is there no standard price for landscaping in El Paso?

Three things move an El Paso install cost more than the design does, and none of them shows from an address. Caliche and shallow rock can turn hand digging into machine work. A narrow side gate means wheelbarrow labour. And reusing a sound mainline and valve manifold is a different job from replacing the irrigation system.

Because three things move an El Paso install cost more than the design does, and none of them is visible from an address.

El Paso sits in USDA zone 8b across sampled ZIP codes, which sets the plant list before budget enters the conversation. Bermudagrass is the heat-adapted turf that works here, and the regional natives worth the money on the right site are lechuguilla, smooth sotol, ocotillo, soaptree yucca and Torrey yucca. A quote given before someone has probed the soil and run the zones is a guess with a decimal point on it.

What timing mistakes make a new El Paso landscape cost more?

There are two. Fertilizing new bermudagrass before it’s entered active growth and been mowed two or three times feeds weeds and buys you a second problem. And a landscape being established still has to live inside the irrigation days and hours El Paso Water assigns, so the controller’s set against your schedule, not a generic establishment program.

New bermudagrass should be allowed to enter active growth and be mowed two or three times before fertilizer is considered. Fertilizing earlier feeds weeds and buys you a second problem.

The other is the watering schedule. El Paso Water assigns irrigation days and hours, and a new landscape being established still has to live inside them. We set the controller against your assigned schedule rather than against a generic establishment program. The current rules are on our El Paso watering restrictions page.

What we do instead of a phone quote

We measure the planting and turf areas, probe for the depth where the ground resists, run every irrigation zone and note what fails, and check which rebates your project can actually claim before the work is scheduled rather than after. You get a scope with the exclusions written down, the rebate paperwork identified while it is still inside the 60 day window, and a clear line between confirmed work and options you have not approved.

Frequently asked questions

What landscape rebates does El Paso Water offer?

Three that apply to a landscape directly: up to $1,000 for a rainwater harvesting system, up to $250 per home for a laundry-to-landscape system, and a one-time $75 for a WaterSense labelled smart irrigation controller. All are credited to your water bill within two billing cycles of approval.

How long do I have to claim a rebate?

Sixty days from the date of purchase. The application and proof of purchase both have to reach El Paso Water inside that window, and the purchase itself must have been made after June 1, 2024. Filing the same week you buy the equipment is the safest habit.

Why is my summer water bill so much higher than my neighbour’s?

Because El Paso prices summer irrigation against your own winter usage. Your Average Winter Consumption sets where the tiers fall, so two identical yards on the same street can be billed at different rates. A household with low winter use reaches the $9.26 and $13.24 per CCF tiers sooner.

Does a smart irrigation controller actually pay for itself here?

The $75 rebate is the smaller half of the answer. The larger half is the tier structure: because water above 250 percent of your winter baseline costs $13.24 per CCF against $3.92 in the first tier, avoiding a few unnecessary cycles in July is worth more than the rebate itself.

When should I fertilize a new bermudagrass lawn?

Not at installation. Let it enter active growth and mow it two or three times first, then consider fertilizer. Feeding a lawn that is not yet growing actively mostly feeds the weeds competing with it.

Why can you not price my project over the phone?

Caliche depth, gate access and the condition of your existing irrigation move the cost more than the design does, and none of the three can be read from an address. We probe the soil, run the zones, and quote against what is actually there.
